0x800703e6 error means that the firewall is preventing the computer to download and install Windows Update. Below steps might resolved the issue.

1. Press Windows + R
2. Type Firewall.cpl and click OK
3. Select Windows Firewall
4. Click Enable/ Disable Windows Firewall
5. In the Private Network setting, select Disable Windows Firewall (Not recommended).
6. Download Windows Update again
7. After you install all Windows Update, you must re- enable Windows Firewall
