This error code means that your Windows is preventing an automatic download of Windows Update, this could happen if the metered connection is enabled. To fix this please do the following:

1. Click on the Start Menu
2.Select Settings and choose Network and Internet 
3. Click your Wi-Fi or Ethernet depending on the type of your current connection
4. Choose the network you are using right now and turn the option “Set as a metered connection” off.
5.Download and install Windows Update again
